With 30+ years as a mechanic and electronic technician I would like to point out that the rain this morning may have darkened the sky enough to cause the lights to be on. Checking/adjusting the photosensor for the lights may be needed but don't hold your breath. The city is woefully understaffed when it comes to electrical repairs. I learned of this when I received a SCF reply to the issue of the I-91/Front St overpass lights being out.
