Sharraxaadda

There is CONSTANT GRAFFITI on this can. It is also often full and/or overflowing. Today there is trash dumped NEXT TO the (now empty) trash can, which makes me wonder if they came recently to empty the trash, but neglected the pick up the trash around it...?
