Title IX Chapter 98 of Hammond City Code might be useful here. 98.01 (4) states a junk vehicle nuisance is being maintained if vehicle(s) "is not in a garage or other building;" so sorry, Veronica, you cannot just do what you want. Concerned residents should call 911 and report a junk vehicle violation to the Hammond Police.

have went by several times and found no vehicles in the lot but I do see signs a vehicles being parked there. I will keep coming by until I find them parked in the lot.

If there are signs of a vehicle but the vehicle isn't there it is functional and used ... That would mean it isn't a junk vehicle ... So quoting an unrelated ordinance is pretty stupid
