My understanding is Spray, tagging and sticker vandalism on private property is a civil crime. This means the property owner needs document who the vandals are and take them to civil court. First who has the kind of time and money then there is the whole retribution thing. Illegal dumping seems to a civil crime as well in good old Oakland where only the tax payers and good citizens are fined and punished.
