  A large puddle like this is a problem for citizens that's was partly brought on by the government installation of barriers that essentially force you to traverse a puddle. This standing water is also a result of a number of other factors that the government has control of such as the construction and engineering of our infrastructure. Considering the water is always there, I'd say it's worthy of some attention by our local government.
