Per the building permit they are permitted to replace windows.
In those pictures it looks like they already replaced the windows. One would assume the window frames would be repainted.
The question would be; did they contain any chips and dust during the window replacement? Hard to say after the fact. Would have to see the job in-progress.
As a historic homeowner I worry about us over-reacting to recent news and starting a lead-paint witch-hunt in New Haven. In the end it's the well-meaning little-guy homeowner that gets hurt, not the big commercial landlords.
