The property owner does not remove trash and recycle containers from the public sidewalk, always leaves them in front of neighboring property on the public sidewalk. Also, the barrels are always overflowing before they are emptied. Note that in this picture the sidewalk at 37 Howe has been shoveled, and the 33-35 barrels shown were left in front of 37 for over a week before the storm.
