  It is really bothersome when you drive down 23rd and they just stand or sit in their chairs in the middle of the street not even trying to move out the way. I keep complaining about all the trash and the tickets get closed but the trash is still there. I have yet to understand how this can happen in a residential neighborhood.

  Caroline, I reported about the problems encampment for over a year and nothing is done. I don't understand why the City is permitting encampments on a residential street. I have one tenant already moved out because he deem it an unsafe environment. The problem is safety and sanitation. I find needles in the streets. My neighbor on 597 has human feces on his property. Check out this "Gross" photo only if you dare.

  many of us have seen identical in front of our homes - and the reason that this is happening here is that we don't have enough high powered lawyers to force the city to do more than park the worst of our social problems in the poorer neighborhoods.

  WOakl neighbor, you're right. The affluent neighborhood has all the political clout to kick the can down into our path. One needs not to be a social scientist to see through anecdotal reports that the City keenly and consciously selected poorer neighborhoods to be "Unofficially Zoned" to bear the brunt of the burden of the homeless encampment issue. Our Mayor, she feels that any infringement into affluent neighborhoods would be political suicide. My next Mayor will be someone from the trenches rather from an Ivory Tower.

  How can this be considered closed. The encampments are over 12 strong. The City needs to get down from their IvoryTower and get into our Low Land to actually see things first hand. Our 23rd Street is overran by the homeless. They are squatting at our front porch and neighbors are afraid to get out of their homes.

  Here's a photo of a homeless person squatting at the front porch. It's out of control and very scary. It's just a matter of time before someone is going to get hurt. The City will definitely be named in the law suit when this happens for allowing a homeless encampment in a residential street. How would you like to have some squat in your front porch?

  In the apartment complex I live in they have recently started stealing bicycles from the parking garage and they have broken into several cars as well. This is getting out of hand and it seems like it’s more tents popping up.

  Need to go. Yes, you're right. That's because the big homeless encampments were forced to moved from San Pablo near West Grand Ave AND on West Grand Ave between San Pablo & MLK. This forced move caused them to set-up camp into our adjacent residential neighborhoods. In my view, if the City sanction these encampments, they should have left them where they were. At least there were NO residential homes in that location.

  Last night, Saturday 3/17/18, this homeless encampment started a huge fire on 23rd Street and MLK. The Fire Department and the OPD had to closed his whole street. This is getting unbearable and very dangerous. This encampment is putting all the lives on this residential street in imminent danger. Probable cause may not be enough for it may require a death of a resident before the City will act to remove this encampment for this residential street.

  Today, more drama on 23rd Street. Cal Tran Vehicles and Highway Patrol closed half of our street to "service" this homeless encampment. Not a week goes by without some type of drama on this residential street.

  Today, more drama on 23rd Street. City clean-up crew escorted by OPD caused another street closure on this residential street. This Street was so full of filth that it necessitate two clean-ups in 3 days.

  After the above clean-up of 3/22/18. Needles are left all over the street. See photo. First is OK for illegal encampments to camp in our residential street. Then because they are homeless, is OK to illegal dump and trash our street. Then because of Proposition 47 is OK to have drug addicts on our residential street. Now is OK to have drug dealers selling drugs in this encampments in our residential street. The City has lost its moral ground and selling out the taxpayers and constituents.

  Does anyone know what "Content blocked by rejections" mean? Is my posting being censored? All I was trying to show is that needles and drug addicts are prevalent and allowed in our 23rd Street that we live in. If the City thinks that my photo and remarks are too gross, then just trying living here.

  I when to the Northgate Block Meeting on 3/15/18. Our council member Lynette McElhaney who represents our District 3 was present. She explains that within a year to 1-1/2 year a fenced in "Northgate Community Cabin" site is going to be constructed on 27th & Northgate which was the old Mercedes Benz lot. It will be "semi-supervised". It will have 25 - 8 foot cabins, two to a cabin. In all this site will house 50 people. Each person has a 3 month term, then they must leave. Meanwhile, social services will try to get them support and jobs. Admission to this site is strictly voluntary. My belief is that the "hard core campers" will probably not want this. Moreover, I not convinced that the support of social services will make much difference especially for drug addicts. Getting jobs for these people is idealistic but I doubt that they are employable. After their short 3 month term has expired, are they going to be back into our streets? In all, I think this is a good start but we have to wait a year or so just to see what impact this will have on our neighborhood in which we live. Meanwhile, indirectly they are saying for now that we must endure.

  Thanks for the update. I don't see this resolving the problem on our street though. With all the tents along 27th near the old Mercedes Benz lot and all the tents on the center divider on 27th, the lot with the cabins will be filled before it even hits our block. Did they say in the meeting what will happen after the 3rd month of them residing there would they be allowed to put tents up in the same area?

  The Minutes of the meeting reads: "Northgate Community Cabins will be located at the former Mercedes Benz lot at 27th Street and Northgate Ave. This site was selected by Northgate Neighbors in 2017. The city has obtained a lease for this CalTrans lot and permission to situate twenty five 8 foot Cabins. The cabin community will open within six months . It will only be temporary, with 18 months a realistic target for duration. The modified Tough Sheds will house up to 50 residents (two to a cabin). This should be adequate for the current Tent Camp Zone that surrounds Northgate Ave., MLK and 23rd St. etc. Current homeless population in the Zone is 48.
  The cabin community will include bathrooms and wash facilities, organized storage, and regular
  garbage containers with weekly pickup. Residents will sign a three month lease term, self-select
  a roommate and be given private keys to their units. The idea is to create as much autonomy as
  possible. This freedom will hopefully translate to a greater sense of belonging and community
  engagement. That being said, the cabins will have a 24 hour manager, no visitors past 8pm, and residents will be expected to participate in regular community meetings. Sanitation concerns will be
  addressed daily and since the cabins are behind gates the hoarding of personal belongings
  including bikes will be prohibited. Illegal dumping by contractors who hire homeless to unload
  their trucks onto the streets near the tents will be drastically reduced. Additionally, drug sales,
  human trafficking, and other illegal activity will be strictly enforced. However, residents will not
  be required to be sober. The point is to have an extremely low barrier to services to provide
  access to as many people as possible. Addiction and mental health concerns can then be
  addressed by professionals in a safe environment. Work programs will offer $50 gift cards in
  exchange for 4 hours of street cleaning in surrounding neighborhoods.
  After the cabins open, all tent camping will be prohibited in and around the Zone. Police and
  Public Works will provide daily enforcement in the Zone. Realistically though, Lynette knows
  that many unhoused residents will find new places outside the Zone to set up a tent. The hope
  is that by maintaining a strategy of enforcement, each newly forming camp Zone will get their
  own community cabins as needed."

  More street closure on 23rd Street. Never any peace on this residential street. Police, Fire Department, and Ambulance fills our street.
