Every week, either or both 476 and 474 Madison (sometimes 478) have trash sitting out either hours or days before permitted. The building owners and managers thumb their nose and do what they want and the block is impacted. By this evening, the bags will already be opened, contents blowing around, etc. This behavior continues to contribute to the increasing litter issue on Madison. 474, in fact, had a pile of red cups laying crushed all over the sidewalk this morning as though people had stood around drinking and just dropped them on the ground.
