Maybe keep the shoulder lane as a shoulder for when traffic is backed up, so bikes can pass at a slow speed and add sharrows and signs for normal flow?

This is a bad design, it seems the road is 32 feet wide with the sidewalk. Why not do something that tightens the lane and gives cyclists more space?

I didn't think it was a bike lane - I did not see a picture of a bike in the lane. I thought bikers could use the entire street. Please advise.

Yes it is marked as a bike lane with bike icon and directional arrow. Yes bicycles can use the larger travel lane as well. In this case the bike lane is mostly usable when the traffic is backed up. That is when the bike lane is not full of debris.

I'm sure this road is not going to get repaved anytime soon. The City only recently worked on it and did new curbs, sidewalks and raised crossings. I think adding sharrows to the larger travel lane and keeping up on maintenance regarding trimming plants encroaching on bike lane and street sweeping would be sufficient and the most we can expect.

Be great if Cambridge and Belmont could work on this together, my understanding is this is a Cambridge Road

In the other direction on the same road, narrow bike striping, blind curve, detritus and brush growing into the path, all has been a problem for some years—since repaving.
