  Sadly for any theft under $950 dollar all the police can do is write them a citation/ notice to appear. Good luck getting any real personal information out any of these vagrants and street zombies.

  OPD needs to move this encampment, it is in a location that makes public infrastructure (the bicycle path) unsafe to use for the general public and forces cyclists to ride on congested unsafe streets as alternative routes.
