What needs to happen is that people need to start remembering that there actions affect others. The problem here isn't the road; It's the driver's. @Lee, what you propose is precisely what is there. At Ninth Street, a third lane opens up to continue west on Hoosick Street towards River Street.

The same exact thing happens on the top of the hill where south lake ave intersects hoosick street.

Inconsiderate drivers race up the right hand lane as far as possible (eventually driving in the breakdown lane in front of the gas station) and then dangerously cut in to traffic.

The traffic problems at the top and bottom of hoosick street could be rectified with some simple redesign, better signage and annual redoing of the lane markings on the asphalt so drivers know where the lanes are.

Now, the lane markings are so worn away that drivers don't know where the lanes really are.
