  Is it the responsibility of the homeowner on the downhill slope to properly retain their backyard to prevent all these dirt from pouring to the street below? If so, it maybe a code enforcement rather than public works issue.

  I posted this problem over 20 months ago. City of oakland (public works) has not even bothered to look at it or respond. What’s the point to even care?
