There are no crosswalks on Congress Street here, making it difficult for pedestrians to cross the street to get to Congress Plaza (where the CVS is located). Of course, cars don't always stop for people in crosswalks, but it would be a start!

I sincerely doubt that eliminating 2 streetside parking spaces would have any impact whatsoever. If these people are that determined to park there, they can very easily go around the corner and park in the parking lot.
Pedestrians, however, have no other option for crossing the street. Vehicles travel down this stretch of road much faster than the posted speed limit, and have absolute disregard for pedestrians crossing the street. I've crossed here before and had a car pass me so close, and so fast, that I felt the wind from it.
