seriously, the trash bin isn't even obstructing the sidewalk - does it smell bad or something?

The rules are the rules - can you imagine if everybody left their bin at the curb? Some of us are proud of our neighborhood and want to keep up the appearance that we work so hard to maintain. If the property owners are disabled the City has made provisions for them; if not, what's keeping them for this small effort to be in compliance?

I try to assume my neighbor is too busy. After a few days, I roll the can back up to where he keeps it.

It"s likely that as long as you're willing to do the work for them, they'll continue to shirk their responsibilities.

I've reported them at least twice and there has been change of behavior. Is this what we all should do, simply leave our bins out and slack off? I want to be proud of where I live, not have to apologize to visitors.

My neighbor is a 95 yr old widower and I happen to like the man. and since when is being a good neighbor a bad thing.

Solid Waste Services Enforcement visited the property and found a violation. A letter has been sent.
