Could Lifebridge not provide an outside area at their fscility to benefit the people it attracts?

Those “degenerates” are the public and they are using the public space.

I witnessed a fistfight between 2 women with a 'public' audience one afternoon a few weeks ago, as I came out of the Post Office. Shameful.

Passed out in public is not legal.

From what I have been heard SPD has been told they cannot “move people along” unless they are breaking the law, so unless they are drunk or doing drugs or exposing themselves or some other illegal act, there’s nothing they can do. So smoking and making people uncomfortable is not enough. I do t agree with it but I think the police are being put it a tight spot.

I would like to know why my context was blocked when I didn’t say anything inappropriate???

Put up a No Loitering sign just like the one Lifebridge has in front of its building? Lifebridge seems to enforce theirs pretty well, so we should be able to enforce one at Riley Plaza also. I know there's no teeth to such signs, but I do find their sign quite hypocritical. Are they helping or not helping?

They are not degenerates, but they are loitering in a public place, often drunk or high. The plaza is not a park, not a beach. Perhaps a top layer of rounded stones could be cemented onto the low wall--not enough to be dangerous if anyone falls on them,, but uncomfortable enough to dissuade hanging out.

If they aren't "degenerates", then what is?

I prefer going to the Post Office on Wallis Street in Peabody rather than dealing with the atmosphere created by the daily dwellers at Riley Plaza. I'm sure tourists would prefer not being exposed to this particular area of Salem!

I also avoid Steve's Market because of them. Surely if affecting businesses something should be done.

I'm surprised the effect on local business isn't considered.

Police need to acknowledge how many registered sex offenders there are between Lifebridge and Steve's. That block is sex offender central.

I go to the post office regularly, frequent Steve's market ands park in the public spaces right near the flags. I agree the area could be tidied up but are never bothered by the people choosing to hang out there. If someone is sleeping there with all their belongings they should be moved along like they would if sleeping on a park bench at the common. I'm not very judgmental so I don't know if they are degenerates; they could be people just down on their luck and desperate. I've never been approached by anyone while dropping off food items either.

I'm a tourist and unfortunately after visiting your city I have to say I have recommend against visiting Salem. Not very tourist friendly or safe. I agree with many on here. The law enforcement seems more concerned about harassing tourists than keeping the streets safe and making tourists feel welcome. I hope you are able to find a solution to your problems.

Perhaps if more tourists share their opinions and information the city government will begin to take an interest.
