I Have been working on this Project since June 2009. National Grid Has Finished all Gas Main Upgrades. We did not Replace the Sewer we Installed a New Storm Drainage System. The Road has been Repaved and 87% Of the Curb and Sidewalk Work has been completed. Remaining work in 2010 Includes. Telephone Pole Relocation, Finish Remaining Sidewalk Construction, Traffic Signals (Cross Walk, Bridge Street, Rosedale Road and Myrtle Street). Retaining Wall Construction, Gaurd Rail work. Finall Paving is expected to Start in June 2010 and The Projects Completion Date has been Moved ahead 12 Months and is Now expected to be Completed by August 2010.

Also After Many Complaints Traffic Calming Measures Such as Speed Humps could be installed on some portions of Pleasant Street. 25 New Trees Will be Planted. The Existing Traffic Signal at Paramount Place will be removed and a New Traffic Signal Installed at a Cross Walk Near Perfection Towing. Any Questions You might need Answered just ask me.

This issue is pretty much dead now, but i would like to keep it open simply because Matthew has been so helpful with his information. the road has been paved. the sidewalks are mostly, if not all the way done. Like he said, we were told the final repaving would be completed sometime next year...and it seems they have packed it in for the winter.
one thing I had talked to the police about was the excessive speeds that some people use on the pleasant street now that it won't kill their cars. it is good to see that speed humps are being considered.

No Problem. Yes they Have packed it in for the Winter Months but Telephone Pole Relocation and Traffic Signal Work will Continue Throughout the Winter.

Also The Deadline of August 2010 Could Move to 2011 if Verizon and NSTAR Does not move there Telephone Poles. We are Waiting for 5 Telephone Poles to be Moved so we can Build a Retaining Wall and the Other Telephone Poles have to be Moved so we Can Finish Sidewalk Construction. I will Keep You updated Here.

Just Thought Everyone would want to Know the Schedule after I visted the office on Wednesday. Mobilization is Expected the 2nd week of March 2010. This Means Construction will Begin again on Sidewalks and Retaining Walls. Raising Manholes is expected to Begin in April. Grinding and Paving of Pleasant Street and Approach Roadways in Expected to Start in May 2010. Final Paving is expected to begin in June 2010. New Traffic Signals Expected to be Activated by July 2010. Expect Roadway Closures to begin again from April 2010 through August 2010. Work will Be ongoing on Fencing and Lanscaping work in September 2010 but it should not cause to Many Traffic Delays.

Just Thought I would let Everyone Know about other up Coming MassDOT Projects in Watertown. Work will begin this Spring on Improvements at Three Intersections. The Intersections are Summer Street and Spring Street, Summer Street and Mt Auburn Street and Arlington Street and St Nichols Avenue. Construction of a Multi use Path Between Arlington Street and School Street is Expected to Begin in March. Also the Long Awaited Improvements to Nonantum Road Just was Advertized for Construction Bids on Saturday. That Project Should begin some where around April or May.

Excellent source of info, thank you Matthew and everyone. I am curious about traffic calming on the east end of Pleasant St., particularly at the Howard St. intersection next to the access point to the Charles River path. Trees have been removed for better visibility around the curve but seems like the cars like to take the corner fast, making it a potentially dangerous pedestrian crossing. I've been in touch with the city council about it, but I didn't get the impression it was resolved.

The Roadway in that section will have a 2 Foot Shoulder to slow down traffic. There is the Potential of a Pedestrian Flasher but that would need to be aproved by the State. Pleasant Street is not Elligiable to Get Speed Humps due to Drainage Concerns and also the Ammount of Expected Traffic over the next Few Years.

As of Monday March 8th 2010 we have officialy Started Road Work Again. Over the Next few Weeks expect Lane Closures from Bacon Street to Conant Road. This will be Required for the Construction of New Retaining walls. Work Hours are Monday thru Friday 7AM - 4PM.

North American Site Developers will be Demolishing the Brick Buildings across from the Sons of Italy in May 2010. Verizon is Continuing to Relocate Telephone Poles and Wires from Prefection Towing to Cross Street. This will Require Lane Closures at Various Locations.

In May 2010 Crews will be Finishing Sidewalk Construction. Crews will Begin Milling of Pavement between Stop & Shop and the Waltham City Line. Crews will then Raise Manholes and Roadway Structures From the Waltham City Line to Bridge Street. Also Manholes will be Raised on Bridge Street from Waltham Street to Newton City Line. Asphalt Paving operations on Pleasant Street and Bridge Street will begin Late May Early June 2010.

I want to Appoligize for any Inconvinace that Crews Might Have Caused On April 21st After we Struck a High Pressure Gas Main. Gas Service was Disrupted from Howard Street to Cross Street and Pleasant Street Was Closed to All Traffic and some Residents were Evacuated. The MassDOT and Newport Construction are Invetsigating why the Gas Main was not Marked National Grid.

Caution: in 2 Weeks Preperation for Final Paving will Begin. The Week of May 17th Crews will Begin Cold Planning From the Stop & Shop to the Waltham City Line. Crews will Also Begin to Raise Manholes & Catch Basins from the Waltham City Line to Bridge Street. Sidewalk Construction and Telephone Pole Relocation at Various Locations is Ongoing & will continue for the Next Month. Retaining Wall Construction from Myrtle Street to Conant Road will Begin Tuesday May 11th.

The Current Project Completion Date is Expected to be July 6th 2010. This is 13 Months Ahead of Schedule.

Crews from Nstar are Continuing there Portion of the Wire Transfer Work by Moving the Electric Transmission Lines to the New Poles. The Town of Watertown is also working to move the Fire Alarm Wire to the New Poles. Verizon is Expected to be arriving Next Month to Begin Moving Phone Lines to the New Poles. Also 5 New Poles will be Installed. Please Be Patient during this Current Utility Relocation Phase.

Nstar is Completing Wire Transfer Work. Verizon is Now Begining There wire Transfer Work. Comcast & RCN Expected to be on Site in October. Raising of Manhole Covers for Final Paving from Waltham Line to Paramount Place Could Begin Soon.

On August 30th the DPW, Nstar & Verizon agreed that they would focus all there work on Pleasant Street to Remove the Existing poles. Verizon has been given a Deadline of November,15,2010 to Remove all Telphone Poles so Newport Construction can get back in there and Finish the Project. Raising of Manhole Covers will begin next month. Paving of the Final Top Course is Expected to begin in November. I will keep you updated if anything changes. This is a Big step forward of Completing the Project.

Update: as of November 17th 2010 23 Double Poles Remain. Verizon & Watertown Fire Alarm has resumed Relocation of Utilities. Comcast & RCN Expected to be on site next month. 100% of the Final Landscaping has been Completed. 98% of Curb & Sidewalk work has been Completed. Raising & Manholes and Final Paving expected to begin in April 2011.

Verizon has Removed all Telephone Poles along Howard Street.

Verizon is Currently Working at Various Locations throughout the Project to Remove the Existing Telephone Poles. Lane Closures with a Police Detail can be Expected during this work. Utility Work is Expected to Continue all winter.

Verizon is now working to Remove the Remaining Double Poles. 6 Double Poles Remain. The Contractor will begin Work on Retaining Walls and Sidewalks in March 2011.

When are they going to finish the paving? We were told that the final coat of asphalt was going on in the spring of 2010. Haven't seen any paving in 2010.

Bumpy Road: We were waiting for Verizon to Finish utility relocation work (which took longer than expected but is now done). Work to be done in 2011 includes Construction of one retaining wall construction in one location, curbing & sidewalk work at various locations, raising ,manhole covers and final paving along with pavement markings. All construction work is expected to be completed before August 2011.

MassDOT Survey crews are expected to be onsite some time in the next two weeks. Expect a lane closure between Bridge Street & Rosedale Road between 10AM-2PM.

Work has begun. Expect work on retaining walls, sidewalks, steps and driveways at Various locations throughout the project. Scheduled work hours are 7AM-4PM Mon-Fri. Expect lane closures with police traffic detail officers.

Matthew thanks for your continued updates. I know the work is going slower than expected because of the hold up with the utility poles, but there's still no indication (like a sign, a flashing light, anything like that) that there is a crosswalk from the river path to Howard St. going east on Pleasant St. It can be difficult and dangerous to cross here. I know they aren't going to paint better crosswalk lines before paving, but do you know if there will be a better eastbound warning for the crosswalk to Howard St.?

Matthew, it doesn't appear that a picture was posted, but there is definitely no indication that there is a crosswalk at Howard going eastbound. There is an old inoperative crosswalk flasher near the gray house, but that crosswalk is gone. Really, the problem is with the drivers. I walk along to river fairly often and I will watch a dozen or so people drive by towards Watertown Sq., when it is clear I am trying to cross the street... I suppose they think I am just jaywalking. Besides the fact that people tend to speed on this road and its a blind turn coming from the other direction, it really seems like a good idea to make the crosswalk more obvious. I will take it up in a separate entry here, and I guess move on to the town council, but thanks for your help and updates on the original topic.

Crews began Milling pavement today from The Waltham Line To Stop & Shop. Crews are expected to start raising manholes throughout the project soon with Final paving to soon follow.

the raising of the manholes over a month ago without paving the road was really kind of bothersome. there were parts of the road where it was impossible to not drive over the raised manholes without driving on the wrong side of the road.

What do you drive an SUV ? I drove that road every week and had no problem. It was hilarious watching all these people in SUVs drive on the other side of the road like the manhole was going to destroy their car. Drive slow and just go over them or manuever thru them. I had no problem with them.

Who is responsible for #1 fixing the crosswalks and #2putting traffic lights or signs where there should be one ?

There is no cross walk at two spots where the reservation meets pleasant and everyone crosses. The one that that put with the flashing light is in the middle of nowhere.

There should be a light at pleasant and howard, or tear down the Newton Roofing building. You can not see to the right without coming half way into the oncoming traffic, which is coming at you at 40 mph.

I see an accident waiting to happen at both of these spots.

CONSTRUCTION ALERT: The contractor is expected to begin Paving the final top course pavement on Pleasant Street from The Waltham Line To Bridge Street & On Bridge Street on Tuesday October 25th.

FINAL PAVING ALERT: Crews will be closing Pleasant Street from The Waltham Line to Bridge Street on Monday October 31st 2011 from 6AM To 6PM for final asphalt paving.

The paving originally scheduled to take place Monday (Today) was canceled due to the cold. Paving will now take place tomorrow Tuesday November 1st 2011 starting at 6:00AM there will be No Parking and the road will be closed from Farwell Street To Bridge Street. Please avoid the area if possible.

I want to bring up an issue I have noticed over the past month. The Pleasant Street construction project is still ongoing. That means between the hours of 6AM-6PM Mon-Sat drivers can expect lane and road closures. But the real problem is drivers are not respecting work zone speed limits. During construction traffic should be traveling at a top speed of 25MPH. I have seen drivers speed on the new pavement at speeds exceeding 45MPH. Please slow down as crews begin to finish the final section.

while i agree with the comment about excessive speeds, i also would like to know why the project is being run the way it is.
why are manholes being raised and then not being touched for weeks? there is no police to direct traffic, just a cone (if you're lucky, sometimes there are no cones, which makes the road quite an obstacle course). Pleasant street is a main artery for many drivers trying to get to and from Watertown Square. the fact that drivers have to dodge manholes, cones, and other drivers without any direction and sometimes no notification is extremely frustrating.
I mentioned this before, but the manholes were raised from Bridge Street to the Waltham line from early July until just a couple weeks ago. unacceptable. i'm paying taxes to have a road be half finished for the better part of a year. (this is not to mention the day that they closed bridge street during rush hour after it had been opened all day, only to not even pave the road.)
i don't understand why manholes cannot be raised the same day, or even just 1 day prior to paving being completed. I've never seen anything like this before. The manholes in the vicinity of my house have been raised for at least a week.

Also, the sidewalk in front of my house and driveway was recently dug up. i was given no notice of this happening, other than the 10 minutes from when the worker knocked on my door and told me i had to get my car out of the driveway. My neighbors upstairs had already left for work, and one of their cars was stuck in the driveway for the next 3 days.
I was unable to park in my driveway starting on Thursday, November 10th. But they didn't pour the cement until Friday. then the cement dried and the tape was taken down on Sunday. however, i still can't get into my driveway because they haven't filled in the gaps from the road and where they ripped up the driveway, (which they said would be done yesterday, Monday Nov. 14th).

I've called Watertown Public Works who have been quite sympathetic, as this is a state run project that they are frustrated with as well. Calls to MassDOT have not been returned. I'm not sure where the blame falls (contractor, or State) but whoever is in charge really is clueless. I was told by public works that the paving will be completed on this Saturday, but i seriously have my doubts as no additional paving was done yesterday and there were no workers on the road this morning when i drove in.

Responding because I appreciate Matthew's updates on the project, I also have to add, your updates are the best part of this sprawling, epic construction... really the only communication I've found. I can't excuse aggressive driving near construction but on the flip side, this is a 10 year long project with this phase going on for half a year, with random cones going up and moving around, makeshift signs being propped up, and finally a rush to get it done before winter. Although it was altogether a much simpler project across the river, California street was milled and repaved in about a week. As Keith notes, the Pleasant St. project does not appear to be well coordinated or communicated, and if it was more coordinated the driving behavior would probably be better. After 10 years of this, people just want to get through it.

As much as I appreciate the updates on seeclickfix, I wish there was some central point of communication for this project, at least the official plan. And though I'll probably never get to hear it but I'm sure I'd enjoy the behind the scenes look at how many things got in the way of the final pave. And believe, me, since I cross that road pretty much every day at Howard St., I'm very aware of the aggressive driving, and I'm hoping that the final design will make it difficult to speed around the corners. It's dangerous for everyone.

Agree with Roland and Keith. This is a very poorly run project. No communication or even following the deadlines that they set. They park anywhere, almost ran into one of their trailers, parked on Howard, within 5 feet of Pleasant. The road is an obstacle course now,putting the cones around the raised manholes turned the road into a one lane road in several spots. Traffic backs up from the square to Howard a couple of days due to the cones. The employees are idiots, they step out of their trucks and just walk across the road with no regard for traffic.

Belmont has done Concord road in a matter of a couple of weeks and this should have been done
by now.

How come no stop light was put at the Howard and Pleasant intersection ? Newton Roof blocks all visiblity to the right.

OK. To start I will respond to Kieth: Your driveway was closed on Thursday Afternoon so crews could place the Wood forms and grade the sidewalk. Then Concrete was poured the next day. Crews showed up on a Sunday to remove the tape and gravel was placed in front of this driveway Monday but sunk and had to be replaced yesterday. There are Signs at the beginning of the road in Waltham that say raised structures ahead. Police details are present in th Work Zone until 5PM. This project has taken only 3 months more than expected due to Verizon's slow response to utility poles. We closed Bridge Street and paved everything but the bridge as we had a mechanical malfunction with one of the machines that put us back a few hours that day. Believe me we did not want to be there at Rush Hour. There are two people you should blame. First Verizon: if its wasn't for them we would not still be working. 16 Months to relocate poles. Ridiculous. Second you should blame the developers of all these new developments as they have changed there minds multiple times throughout the year where they want there driveways and that has slowed down the job.

Now Roland: This project has only taken 3 years which is exactly what the state told residents when we began in 2009. We realize this final phase of construction has been a tough and long process (we knew it would be) but has gone slower with all these new developments not communicating with the state or the contractor. One day we showed up to a crew digging near Conant Road. Then they redid the sidewalk in front. There is a lot that goes into this final paving process from raising manholes and gates along with drains to final grade (in this case 2"). I saw them repaving California Street. That work to mill, raise and repave a street is a lot easier than what we had to do here. When you mill you don't have to jackhammer and raise every structure. On this project we have to locate, jackhammer & raise 2.3 Miles of structures.

Now finally Dan: I have one straight to the point answer for you... YOU ARE IN A WORK ZONE. Trailers will be parked close to the work (in this case Pleasant & Howard Street), our workers will be crossing the street to get equipment. If you are going 25 MPH like you are suppose to it should not be a problem. This same contractor did Concord Avenue in Belmont. The light and Newton Roofing are good points and I do agree. A light should be installed and should be investigated in the future. Unfortunately the light was not as part of the project.

A good tip for all drivers for the rest of this week is if you want to avoid traffic delays and raised manholes and cones I would take either Route 20 or California Street.

Final Construction Update:
Crews will be raising structures along Pleasant Street from Watertown Square To Howard Street until Thursday and also along Howard Street until Friday. Crews will also be removing asphalt driveway ramps that will make some driveway entrances hard to enter.

ON FRIDAY NOVEMBER 18TH WEATHER PERMITTING crews will be paving Pleasant Street from Cross Street To Howard Street. Work is expected to be between 6AM-6PM. Pleasant Street will be CLOSED TO ALL THROUGH TRAFFIC. The following side roads will be closed during this process.... Conant Road, Green Street, Myrtle Street, Bacon Street & Howard Street. Residents are advised that access to driveways may be blocked for a short time to allow pavement to cool.

while this project has become increasingly frustrating as of late, i do appreciate your updates on this message board. this is truly the only information i receive.

but to correct you, I was rushed out of my driveway the morning of Wednesday, November 9th because they began cutting up the sidewalk, when i asked how I was going to access my driveway that afternoon, i was told they would fill it in with gravel...which they did. I then asked when they would replace the sidewalk, and was told Friday. Then the following MORNING, Thursday, Nov 10th, i was once again pushed out of my driveway with 10 minutes notice, so they could frame and grade the sidewalk. that was a whole extra day added to this, as i'm sure it doesn't take an entire day to frame about 10 feet of sidewalk. cement was poured on Friday...but no effort to fill in the large gaps was made until yesterday, the 15th. thats 5 days that should have taken 2 by my estimation. the length of the project didn't bother me nearly as much as the lack of notification. if cars are going to be trapped in a driveway for that amount of time, 10 minutes is clearly not enough time for a heads up, especially at 7:45 in the morning when a lot of people have already left for work for the day.

as for the paving, i'm still in the dark as to why the manholes have to be raised and left for weeks. is this on Verizon? Bridge Street still is not paved all the way across either.

the new developments are a nightmare, that i certainly agree with you on. the sidewalk in front of the Tocci construction site looks like it will be out of commission until that project is completed. Driving by the other construction site next to the River Loft apartments, it looks as though the newly paved road was recently marked up by some utility company, does this mean they are going to cut up that road again? unbelievable.

also, when the final paving happens, will they also be repaving the part of my driveway that was ripped up?

this is the worst managed construction project that I've seen. no coordination, no consideration to the people who live here and pay their salaries. sidewalk in front of our place is ripped up for two weeks and the street light is still out after two+ years.

So Thursday and Friday, Watertown's finest will direct all traffic ( n between coffee and cell calls) down route 20 and into the square for one massive traffic jam.

agree with Keith, I see markings in front of both construction sites on pleasant, as soon as it's paved, they will rip it up. our tax dollars are work..

Matthew, I am one for the few that follow the speed limit in this area.There is no excuse for dropping a trailer 4 feet from an intersection and putting cones on one side forcing everyone into one lane or stepping out of the vehicle without looking at the traffic, same street, Pleasant and Howard.

If the same contractor did the work in Belmont, then we should have expected the same experience in watertown. Not seeing that. whatever.

Thanks Matthew, I stand corrected on the time frame (why did I think it was 10 years? I guess the project was green lighted that long ago, even if construction didn't start until 2008.) But without blaming anyone, it's probably reasonable to say the project isn't well coordinated if it involves this many disinterested parties - verizon, developers, etc.) And I don't want to blame you for bad communication, while you're up here communicating. I do wish there was a way to look up the project status day to day without it falling on a volunteer, that's all. I'm sure we'll get a nice Pleasant St. in a matter of weeks, until the developments wear it down again next year.

My pet peeve is with the lack of signals or signs at Howard St. intersection, and everyone agrees with me on that, so my effort will go there. I mean, there's not even a stop sign at the end of Howard St, much less a visible crosswalk.

And yes you have all seen it. 3 Days after we paved near Howard Street it is not marked for installation of new utilities for the new development. Believe me I cant understand it either.

This is ridiculous! Since when is it Okay to mandate the residents may/may not be able to drive out of their OWN direway in a 13 hour period?

We pay our taxes by WORKING....which means we have to go to work....on time....not when it's convenient for the paving crews/DOT.

Really so fine we will pave your road from 9PM till 5AM oh wait then I get to hear the noise is to much why cant they do it during the day. So how do we really win? Its ONE DAY. Its not the end of the world. We will try and get you to your house as much as possible. But please ask police detail officers if its ok. Please DO NOT DRIVE ON HOT ASPHALT PAVEMENT as this will cause damage to the road and your car. This also slows are crews down as they need to go back and correct any issues. Also please do not move or go around any barricades and enter the work zone. On Thursday night if it is possible you can park your car on a side street (Bacon, Myrtle, Green Street or Conant Road) to avoid any issues in exiting your driveways. Kathy: Yes you do pay taxes that is why we are working to finish the road.

i was wondering where we could park though. i know that the road needs to be paved into the intersection at myrtle and green, but if i can park further down, shouldn't be a problem...as long as i can cross the street.

I would park on Bacon Street or Myrtle Street. Don't park on Conant Road you might have a problem getting out.

@keith, I would expect temps, no reason given. Another note on the door last night, also Rep Hecht replied yesterday that it was canceled and had no reschedule date. Said to check with h20town dpw. Supposed to be cold tonight too.

If this doesn't get done tomorrow, i'd like to know when they think this is going to happen? what if it snows? can't plow pleasant street in its current state with manholes sticking up everywhere. also, some of those manholes are dug out pretty deep, down near bacon street its a one way street essentially. if you hit one of those holes that are dug, you're car isn't going to make it.

Yes I do. Paving was canceled for Today due to the cold. Paving is now scheduled to take place Saturday from 7AM-6PM. Howard Street will be closed and then Pleasant Street from Myrtle Street To Watertown Square. Paving will also take place on Monday.

Howard St. as well as Main St. to Dealtry Pool was buttoned up pretty nicely since Friday and Saturday. I guess Monday is the last stretch for the part of Pleasant St. that is residential.

Pleasant Street will be closed for Paving Monday November 21st from Cross Street To Howard Street between the hours of 7AM-6PM.

Thanks for your info. What happened on Saturday ? They got a late start due to the cold, started at Cross Street, only got as far as the entrance to the reservation. They told my neighbor that they would be at our building in 30 minutes, this was around 2:00PM. They never made it. Monday is supposed to be colder than Saturday. At this pace, they will be lucky to finish this week. Going to be a cold week.

Yes Ronald Monday should be the last paving day. We also painted all the raised manhole structures with bright orange paint to give drivers more warning.

Project is still not finished, and when i was walking the dog this morning it looked as though they were taking the paving equipment/vehicles away out of that lot across from Newton Roofing. So what is the story? can we expect to have raised manholes and pavement ledges left all winter? not sure how you plow that area.

Happy Thanksgiving Everyone. Now to get down to business. As most of you have noticed paving was only completed up to Myrtle Street on Monday. Crews will be closing Pleasant Street from Watertown Square To Howard Street on FRIDAY NOVEMBER 25TH to complete paving between Myrtle St & Howard St. Crews will be working 7AM-4PM. Drivers are advised to seek alternate routes and expect delays. Residents are advised there will be minor disruptions and driveway access may be limited at times.

it seems like this is finally over...aside from part of my driveway being torn up and not replaced, and the painting of lines.

it looks like they still need to replace at least one piece of sidewalk down the street from me, not sure if there are others. are the traffic signals going to be functional soon?

Yes the driveway should be paved by the end of the year. Painting the lines is weather dependent and probably won't happen until Spring. One the lines are painted the traffic signals will be activated. There is one square of sidewalk that will not be poured again until Verizon relocates the pole. Other than that yes we are now Substantially Complete. Thanks for your patience throughout the project.
