This man continues to throw trash into the intersection. He lies on the ground partially nude and is impeding the use of the sidewalk and bus stop, The trash has contributed to the increased rat population in the area. The potential exposure to human waste is a biohazard. Smoking on his blanket and flicking the cigarettes is a potential risk for his safety and the safety of the nearby businesses and homes.
