Thank you for contacting UDOT. Those lights in the middle of the intersection are for the cars coming from the west and heading straight through traveling eastbound. Since there were no other places to hang those lights, they need to remain where they are at currently. This was done assuming that the southbound left could not see those signals and that they would only follow the indications directly in front of their stop bar.
