In addition to the other good suggestions here: MPD needs to stop passing the buck. They need to start enforcing traffic laws. And they need to stop promising residents increased traffic enforcement and then failing to deliver. Think about it: When is the last time you saw a Malden officer on the side of a road operating stationary radar? When is the last time that you saw them monitoring and ticketing at a particularly dangerous crosswalk or stop sign? If you're like me, the answer is probably never. And I've lived here for close to 20 years now.
The FACT of the matter is that MPD issues a small fraction of the citations of similarly-sized surrounding municipalities. Here are the numbers from the City' own 2016 Management Letter:

That is an abysmal record. As the City's comment appended to the auditor's description of the problem indicates, it is the direct result of a policy choice made at the top of the organization. Simply put, it is the official position of MPD that traffic enforcement is not a priority. Our roads are dangerous and are getting more so on a daily basis. And that is a direct result of the choices being made by MPD.
