They keep adding to the cars and none of them are operable.

There are many others starting up in the nearby neighborhood. People are collecting and parking more than 5 vehicles in the front of their property. They just sit there collecting dust and nothing is ever done with them. Isn't there some kind of regulation that only allows a certain number of cars per resident?
