A negative declaration was made by NYSDEC, as lead agency, allowing the proposed expansion of current hours and tonnage at the transfer station WITHOUT a full and complete Environmental Impact Study/Statement having to be performed. Concerns regarding increased truck traffic throughout Troy, further decline in property values along the Route 378 cooridor and throughout the city have been raised. All Real Citizens of Troy MUST make known that a full and complete Environmental Impact Study MUST take place to determine current usages effect on the environs and extrapulate the potential increased detrimental impact on our vital southern gateway.

Given the road and traffic flow this increase would cause infastructure damage in many ways including possible water main breaks, the impact would be devistating to ongoing traffice since numerous accidents occur on this road due to high traffice already with a community college that has thousands of students traveling the area and a bridge that was designed in the 30's for weight and traffic much lower than it is being used for. There is traffic converging in this area in 5 different directions in less than 1/2 mile distance. There are businesses and residential homes as well with their side streets entering in this area. We also have to consider the enviroment with the river and birds and rats, this too could have a very negative impact and the added depreciation of air quality along with property values. The overall impact to the entire city would be negative considering raw garbage in a very main and visual entrance into our city, this route is used so much by all who enter Troy including The President of the United States who traveled it to go to the Community College.

I don't live in this area but I am a citizen of Troy and I am against any further increase of this nature. In fact the present location is unsatisfactory for a garbage transfer station. This should be moved to an industrial park or some area that is not a gateway to the city. The area itself should be developed as a multiple use area with housing, recreation and light industry/retail.

I agree 100%, usually these areas are not the main entrances into a city and they are not usually so close to residential. There are other areas less visable that would not have such a negative impact. Two years ago they "snuck" in the garbage never notifying the citizens, it was only supposed to be construction debris and recyc. items such as cardboard. We would never have agreed to this especially at this area.

I'm curious where the dump is? Is it that gigantic pile of "something" with rubber covering being held down by vehicle tires and that can be easily seen from 787?

Is that eyesore the Troy transfer station?

How can we expect people to take Troy seriously as a growing city when we allow that pile of "something" to exist? That pile (if it really needs to exist) should be out in the country somewhere.

Health Hazard, The pile of something you review to is stone or sand (I believe) at Clemante's near downtown Troy and is a whole 'nother subject. The transfer station is further south, along the river by the Menand's Bridge in South Troy. The entrance to it is near South End Tavern. Lovely thing to drive by as you enter Troy.

ahhh ok. I can't say that I've ever even seen the transfer station and I've driven in and out of south troy and up and down 787, 100's of times.

I'll look for it today.

I sure have seen that big ugly pile of stone or sand near the river though.

That gigantic pile is as much of a landmark of Troy as the collar city bridge is. How can Troy allow that eyesore to exist right there in plain sight?

County Waste is one of the city's best companies for the tax roll. They are well run and efficient. The bigger the better. What needs to be fixed is the infrastructure to better support traffic - especially that horrible mess between Mill Street and Morrison on Route 4.

Achilles, As no property taxes are being paid for the property that County Waste is leasing, the is no benefit. The property IS NOT on the tax rolls as the land is owned by the The Troy Local Development Corporation and therefore is tax exempt. The property currently leased to County Waste by The Troy Local Development Corporation is NOT on the property tax rolls. No property taxes are being charged or paid for that property. At best, Troy sees some sales tax revenue. That horrible mess you refer to was exacerbated by locating the transfer station on Water Street in the first place. That gateway has always been heavily travelled.

Do you or someone you know work or have an interest in County Waste? There reputation is not as you say check it out further, they have been sued by many including Troy itself just recently. They are not a very reputable company and that's all I say about that but I would suggust you check it out before you back someone as a character reference. It's really not a nice company. Also its not all about tax revenue as you say, if that were the case we wouldn't be giving tax breaks for 20+ years to companies as far away as Rochester and as close as Troy. Who is to be the sacrificial lamb? What about the PEOPLE who pay the taxes that run this very city? Let's show them some respect.

Dartlady,

To my understanding there were two properties Portec that was sold which is where County Waste is and should be paying tax even though it is tax exempt but the business there is not and King Fuels which went belly up bankrupt and no taxes are paid there. Just wanted to put that info out there since Dan Crawley suggested or led everyone to believe it was one in the same. Thanks for staying on top of this.

As I said in this past Thursdays Council Meeting, "Everyone thinks its a win that County Waste withdrew its application for more tonage of garbage, but I don't agree. It may be a win for the people below Burkes because the traffic for them is being re-worked thru the tressel but the folks at the immediate area near the bridge unfortunately don't win anything because the traffic proposed for late night is not been withdrawn and I have to wonder about that because it was necessary so they said for the INCREASED TONAGE... they aren't going to have so they say???
