Since they closed your only option is if you believe this to be an emergency is to call 911 from your photo I can only this flooding getting worse. At issue with PWD is they are not looking for clogged storm drains the ahave adopt a spot program for Oakland citizens to do all the surface cleaning and reporting when clogged.
