It is apparent this is an absentee landlord, that shed is also deteriorating and collapsing onto the property as well. Retaining wall might need to be redone at the expense of the absent homeowner or through their homeowners insurance. This can also be reported by contacting the Victoria Place HOA by contacting manager04@kohnell.com and Mike Ellis at Kohn Ell to resolve the situation with the Victoria Place Homeowners Board. Regardless this home still falls under City of Raleigh Ordinances to maintain a safe dwelling that is properly maintained and up to code.
