Code enforcement 238-3381. The fronting property owners are responsible the maintenance and repair of there sidewalks. See Sec 5610 of the State of Calif Streets and Highway Code and Sec 12.04 of the Oakland Municipal Code. You can also write property owner a note that would be faster than having to deal with very slow process of code enforcement.
