Security alarm going off non stop at building near dog park

Q. Is the problem blight (trash, etc) outside, or is it a problem with the building (illegal use, housing code violation, etc)?

Thanks for the concern XYZ, but it has been doing this for a couple of days now and is definitely a malfunctioning system. I probably should have included that in my original post.
