there is a white couple living under the freeway for at least the past two weeks. they have accumulated garbage in addition to their own belongings. the male was seen openly defecating next to the utility box yesterday. this couple moves around the neighborhood. they need to be approached by authorities and moved elsewhere. the couple needs help making a plan to get off the steets. I do not accept that people should live outside.
