Oakland the land of the free to do as you please and most of the taxpayer do not mind picking up the tab over and over. Every time you hit a pot hole think of Zachary wasting our tax dollars on his OCD and and other mental issue.

Why can't this guy be stopped?

Because the Oakland City Attorney/ District Attorney refuse to do go after him or the countless others vandalizing Oakland at will. Its easy to just keep having the graffiti abatement team keep painting over it at the tax payers expense. I am sure PWD spray paint is healthier for the environment then what comes out of the spray paint cans.

He needs to be arrested for vandalism.
