I have been almost run over 2 times on Howe St. I have witnessed a 7 year old child run over in a crosswalk (literally -- over his entire lower half of his body and the police officer wouldn't take my witness report) and my neighbor saw a separate incident with a child and adult struck by a car (not run over though, just "nudged" if that matters). Howe St is a steep hill than people realize and people pick up speed driving down the street very quickly.
Additionally, people who turn onto Howe from Pleasant Valley and are rushing to appointments at Kaiser often zoom down the street singularly focused on getting to Kaiser, forgetting it is a neighborhood. In fact, one car I stopped and asked to go slower literally said that they forgot that people live on Howe St and it isn't just the route to Kaiser. It is particularly bad between Pleasant Valley and Montgomery, as in some ways, the traffic light at Montgomery makes people speed up to try and make the green light. So maybe we would just need bumps along those two blocks? Since the hospital entrance was moved to Piedmont Ave., it no longer makes sense to have Howe St designated as an emergency route. As a result, I would like you to consider adding traffic slowing devices to the route, including bulb-outs on the crosswalks, speedbumps, signs that show speed, flashing lights to the crosswalks, and/or particularly those without a stop light, etc. I do not want to see a child get killed.
