This was part of the agreement when they got approval to open and operate. Their drivers were to park in the church, not on the street. Should also go to building people.

This should also go to buildings and regulatory compliance. Domino's got approval to operate with the provision that their delivery drivers not park on the street but in the church parking lot. They are not in compliance with their agreed on provision.

I just stopped in and spoke with the manager of this location. He said that the church was saying they didn't have enough room and that the delivery drivers had permission from the City to park on Grove. He also said they're in the process of remodeling a location further towards the middle of the block, where they will have access to the rear parking lot, but that they are not authorized to park there now. He also assured me that he would alert the franchise owner of this issue.

I note that PalComm is responding saying your explanation helps, but it was an "anonymous" individual who initially reported the situation and lots of residents are concerned about any individuals parking so close to the corners that it makes it difficult to turn into or out of streets safely. The requirement for them to have off-street parking for delivery drivers was a condition imposed by the Board of Zoning Appeals to allow them to get a "special use permit" to do deliveries from that location and would need to be modified by the BZA (or possibly, now, the Planning Board) with an opportunity for public/resident/neighboring business input. Do we know if the required process was followed when "the City" changed the special use permit requirements and gave them permission to park on Grove? I am glad they have plans to move. Do you know when will this business move to the new location that allows them to park in the rear parking lot (and where that is) and resolve this issue?
I think this also remains a Parking Authority enforcement issue if anyone (Dominos driver or others) is parking in a location that creates a hazard to other drivers and pedestrians (Residents constantly note how unsafe that intersection is for pedestrians and I hope we don't disregard those concerns as we await the significant improvements for pedestrians that are in the design of the New Scotland Streetscape improvements.)

JLD: Thank you for your clarification of the concerns. This was admittedly a five minute conversation that took place with the store manager at around 4 PM, so it was close to closing time for City Hall. (I was checking on multiple issues today.)

As far as the "anonymous user", I wish SCF had a process in place for directly messaging the reporter of the issue. While I am by no means an expert on their platform, I've found that while you can report anonymously, you can't comment anonymously. Therefore, I felt safe in assuming that I had been in touch with the complainant.

However, I do not consider this issue complete. I still plan on making contact with City Hall (probably the clerk's office) to confirm this new arrangement.

Additionally, the manager of the establishment said renovations were already underway and their planned opening was June.

I do notice that the street has a "No parking: Here to corner" sign. We will definitely ensure that is enforced fully going forward.

That corner is posted with a 'no parking here to corner' sign, which is posted too high on the pole to be seen when the tree is in bloom, and on the opposite side of the street there is NO sign prohibiting parking at the corner, as similarly across New Scotland and those spots are not enforced either! Yes, it's a parking enforcement issue, and yes, the delivery drivers were (and are) required to park in the church lot on Maple, but that is also not enforced. Domino's should be sited for all their violations!! Note too that non-users of the laundromat also park in spots marked for the users to use while in the laundry, and that is not enforced either! And so you can add to the list of issues, in the winter after a snow storm, neither the laundromat nor Domino's clears the sidewalk between their entryways, even after being reported via SCF, and the tree there is a mess that nobody clears or maintains (trimming at ground level).
Now if Domino's 'is moving' that's news to us and others. There is no parking behind those storefronts now, so where are the delivery drivers going to park on what's suppose to be a public street that's blocked by vehicles parking in the middle of the 'street', double parked and diagonal parked when no curbing, no striping, trash dumpers, and overflow parking going out onto Ontario St after parking illegally in the two, yes two TrustCo parking lots?? Parking Enforcement needed!!

Walked by there about five minutes ago and there was a silver Kia sorrento parked in the no parking zone on the corner and saw a dominoes employee get in and drive away. There has to be some sort of enforcement by the business or this will never change.

It continues by the delivery drivers day and night, as well as others as well. Both sides of Grove at the corner should be 'no parking here to corner' zones AND ENFORCED. 'Streetscape' improvements along New Scotland will not help the issue, even if on New Scotland gets 'no parking here to corner' signs as well, which are needed at ALL the corners in that area. Like to see where they are moving too as well. Ave A parking, or lack there of, is not proper nor enforced now, so where are the drivers going to park? (I guess not on Grove!!) Ave A is a disgrace as it is with the illegal diagonal parkers and the trash dumpers not enclosed in fencing as code requires.
