I'm not sure if the city attorney has gotten an invoice on this, yet, but based on some muddy tire tracks, it appears that some thoughtful neighbor tried to nudge the damaged guardrail off the roadway. This seems to have happened since the initial damage.
While it makes the passage through this tight S-turn a little bit safer, it could use a touch more ooomph. Ideally, it would be nice if someone with a city car could show up to finish nudging the remainder of the guardrail off the traffic lane. Probably all it would take is a staff car with a low bumper to push on it a bit. Three posts are out of the ground, so it should be fairly flexible. One wouldn’t even need to get out of the car if they didn’t want to.
I’d do it, but I’ve got a pick-up that’s too tall for the job. It’d just tear up a tire and screw up my rim.

CALL 311--- Probably the best way to solve this is to call 311 or 510-615-5566.
Against my inherent nature, I spoke calmly and succinctly with the call center asking when the repair was scheduled and simply explained that the guardrail was in the road and had been reported hit on SCF. Please call to help escalate this issue. Hopefully this will be repaired and out of the road by end of day.
