Multiple times throughout the summer, the same group hosts outdoor parties/cookouts late into the night, often going from 8PM - 3AM. This occurs in a small alley/back area on the north side of 525 E 21st St. Because they have a large outdoor speaker and audio equipment, the music is very loud even with the windows shut. Both direct pleas to the group and 311 noise complaints have not remediated the recurring issue. Need Community Board assistance or other pressure on the building's management or superintendent.

The party is back. Same combination of outdoor cookout, speaker equipment and partygoers in the middle of a residential block on a weekend evening. I've raised a complaint, and am hoping the NYPD honors the CB's recent request to increase enforcement on this recurring group...

Well, they're back.. first one of what I fear to be many parties this summer. Same setup: late night cookout and party and music blasting in the middle of a dense residential block with at least 6 apartment buildings facing them. Attached photo for reference - note the DJ table connected to large outdoor speaker on the left.
Still too loud to sleep through closed windows, but at least it's not that hot yet. It will only get warmer as the summer goes on and keeping windows shut is not an option. Noise comes in through AC also.
I've raised another complaint and am hoping NYPD will finally be able to do something about it this year. Even in off chance of shutting the party down for tonight, need real threat of noise violation tickets or fines to deter future parties.

Just a week since the last party, they're back again - same group starting late night with loud talking and large outdoor speaker blasting music in the middle of a dense apartment block. I'm posting this after midnight and they are going strong...
Took the advice from here and on top of raising noise complaint, called the precinct who sent someone over. It seems the group paused the music to talk to the officer, but it came back on shortly afterwards. I just sent Officer Marquez an email to see what other options are available. Fingers crossed there's something that can actually be done-

Spoke to Officer Marquez, who was genuine and candid with what NYPD could realistically do, considering this is occurring on private property.
Next option to try is reaching out directly to the management company of that building, though I would prefer not to walk over and try to get into their mail room for contact info.

The group had a literal DJ and multiple large speakers this time blasting music until around 3AM this past holiday weekend, as if the backyard was a nightclub. There are residential apartment buildings all around.
Raised noise complaint (SR#311-03070741) and called the precinct as well but no action was taken to shut it down. I sent the NCO Officer Marquez a text as well.
Is there any other pressure the community board can apply on the building management, e.g. fines or violations?

Another Saturday, another late night loud party, unfortunately.
I raised noise complaint (SR#311-03167418) and also called the precinct to send somebody over to check it out, but the party still lasted well past 3AM.
I've asked PO Marquez about the DEP complaint the above poster suggested, but no response just yet.

The NCO said a DEP complaint was logged #187029971, which would provide direct visibility to the property owner.

Thank you. It looks like DEP ticket #187029971 was closed 3 days after it was opened. It doesn't say what action was taken unfortunately. I still think a DEP fine/lien is the only way to resolve this long-term so I've followed up with the NCO on this.
There was another late party this past weekend that went to ~3:30AM. The 311 noise complaint was closed around 10:30PM (SR#311-03869099). The precinct operator also said they received multiple calls from other neighbors throughout the night, but it wasn't shut down.

Noise is not always an NYPD issue. Check the address of the offender to see if they are allowed to operate. Go onto the DOB website and look for certificate of occupancy.
Also note The Bossert Hotel in Brooklyn Heights has a special document protecting the community from noise traffic etc. attached to the hotels certificate of occupancy. It clearly states no noise to be heard in nearby residences. News articles preceding community meetings stated no weddings, Bat mitzvah or the like. No traffic.

If police do not act call Internal Affairs and you do have to hold on. Report that police have done nothing and demand a supervisor be sent to check for illegal alcohol.
It is illegal to BYOB, distribute for free and or to charge. You can find this info on the NYS liquor authority website. How about underage drinking? Also notify NYS Liquor authority and they can pressure NYPD to act. Don’t stop. Is all necessary government agencies. Also the Dept of Health. Consumer Affairs.

Hi CB14, I had refrained from posting last year but the alley party issue with loud late night music has still been ongoing despite 311 noise complaints and engaging NCOs for assistance.
So far this year there have been two late parties. I've raised complaints during both: 311-10382272, 311-10468469.
Please advise what else can be done.

Just a quick update: The first SR I opened last night was closed without action being taken, but to the NYPD's credit, I had opened another SR closer to 1AM (311-10471536), and this time the music did stop for good. That's the first time that's happened in years.
It'd be great to hear more about what they did this time around and if that same action could be applied consistently for future occurrences. It's much appreciated!

Another party by the same group. Music been blasting since 8:30PM and still going as I post this at 4AM with no signs of stopping.

CB14: Instead of following up with NYPD, would you be willing to contact the management company to raise this directly to them since it is their super hosting these parties? It would hold more weight as opposed to individual anonymous residents of neighboring buildings.
