I had a type in my original post (typing on phone). I meant to say that there is utility work nearby, however I didn't see any disturbed soil due to it. The sediment may be from a nearby lot that has a muddy driveway.

Public Works provided the following information: we found the neighboring lot at 911 Wade Ave shows through the progression of aerial photography that the house was removed sometime between 2010 and 2011. The slope at the front of the lot has some rill erosion so I will be writing a report and sending out via certified mail to the owner requesting some temporary measures until ground cover becomes established.
