Trailer parked along curb without means of movement. Homeless shanty now spreading along 5th Street between Mandela Parkway and Chester Street. City Government cannot legally ticket surrounding vehicles for parking violations when you allow homeless to park with no intent to obey posted signs. This street will soon be overridden with homeless, the debris and waste. The City is allowing the creation of new stressful environments and conditions by allowing the spread to go unchecked.
