sounds like they are taking the plate off an actually registered vehicle, and putting it on the green car when they need/want to drive that one. very illegal.

Thought it illegal to block fire hydrants as well as parking on sidewalk

good luck with the parking on the sidewalk one. Or even encroaching on a driveway. You have to call the police dispatch desk on those when they are happening. Not post complaints here.
