The point of reporting the issue is that most of these cars have been issued permits by the City that allow them to park in the RPZ. Their presence on this narrow residential street is what is causing safety hazards. Residents/homeowners were not notified or consulted in advance of the issuance of these permits.

There should be enough parking spaces in the large parking lot behind Planned Parenthood to service all of its employees and visitors. If they require 2 extra on street spaces like other residents, it's fine for the city to issue those guest passes. However, we have seen up to 14 cars with guest passes from Planned Parenthood parked at the top of Lawrence Street. This makes turning in and out of Lawrence from Whitney very hazardous with Lawrence Street reduced to one lane with parked cars on either side AND now lots of snow.

All those vehicles found in violation have been ticketed and will continue to be ticketed. We will continue to monitor this area. If a problem should arise please open as a new issue. You may also call our office at 203-946-8076 between the hours of 9 AM to 5 PM.

This issue does not concern cars parked in violation. It concerns parking permits issued by the City to non-resident parkers who apparently work at Planned Parenthood. Issue must not be closed until a meeting has been held with residents to discuss this further. The issue is with the City supplying at least 14 parking permits to non-residents to allow them to park in a Residential Parking Zone, which residents believe is contrary to the intent of the RPZ.

This sounds like a complaint based on personal bias. If these cars are legally parked then there is no click fix problem.

It's not personal bias at all. The parked cars, regardless of whom they belong to, create a safety issue, which is why residents petitioned for a RPZ 14 years ago. We were advised by the City of New Haven to report this via SeeClickFix, and the Alder is aware of the situation and working with us to get it resolved.

Concerned Citizen: the problem is that the permits appear to have been issued without consideration for the effect of their being issued. If Planned Parenthood has off-street parking for staff and patrons, which it does, it's not clear why they need to take up off-street parking in residential zone. No one is biased against Planned Parenthood, as best I can tell; they are biassed against having their residential parking zone be turned into a de-facto commercial parking zone, to the detriment of the larger community and safety of all drivers and pedestrians on Lawrence Street.

As another resident down the street, I will say to the "Concerned citizen" that this is not about "personal bias." Planned Parenthood is an exemplary organization. The history here is that they moved into their current location with the understanding that there was sufficient parking in their large paved lot behind the building. This is a residential neighborhood. We are all afforded 2 guest passes to park on the street near our homes. Planned Parenthood does not need 14 "Guest Passes" for employees to park every week day on the street at the top of Lawrence in a dangerous turning zone off of Whitney. Planned Parenthood told the neighbors years ago that the building would be the right property for them BECAUSE it had sufficient parking. The sudden appearance of extra cars outside their lot makes no sense.

So it's not a safety issue if only residents park on the block? If a church or synagogue got the permits would there be such an intense outcry?

Concerned Citizen, the point is not who is parking there. The facts are that the building purchased by PPL is required by zoning law to have adequate parking for it's employees and clients; when PPL purchased the building, residents were told that there would be minimal impact on traffic and parking on adjacent blocks because they had chosen the site in part because of its ample parking; the RPZ was petitioned by the residents of the block and granted by the Board of Aldermen prior to the neighborhood being informed of PPL's acquisition of the property; the RPZ was requested because the block was being used as free parking by numerous non-resident parkers, creating a safety issue for drivers and pedestrians on the block and impacting residents' ability to park on the street. There is absolutely no bias towards PPL. The number of residents who park on the street is small enough at any given time so as to not impact safety, which is the main concern. And, as others have noted, when residents are issued 2 guest or visitor permits each, why should a non-resident entity be issued more than 7 times as many?

Can we get a ruling on the ordinance for RESIDENTIAL PARKING PERMITS from Traffic and Parking??
My understanding is they are for Residents -not businesses, churches, Government Officials or non-profits. How can Traffic and Parking allow this?

You should call your Alder and have them look into this. Pandora's Box may have been opened with this issue.

If Traffic and Parking does this for one business they have to do it for all businesses. Kind of defeats the purpose of Residential Parking Zones and the benefits of having such districts.

I'm sure Modern Pizza would like to get residential permits for Clark Street.
