All well and good. But if they are to be given free house's (if small) toilets, showers food and on and on. They need give something back. Learn some community pride. Pick up garbage remove graffiti. When they get tired doing that pay them a bounty to turn in the vandals (graffiti artists) and illegal dumpers. A**, Gas or Grass nobody rides for free. Well almost. We are all dreaming of a better (cleaner) world. Currently the Clawson dog patch is a disaster.
I walked past these about a month ago. They were surrounded by trash & reeked of human waste. I didn't have an opinion about these before, but I do now. REMOVE THEM. It is a health & safety hazard.
MUNI CODES .9.08.160 Sitting or lying on street- A person shall not sit, lie or sleep in or upon any public highway, alley, sidewalk or crosswalk or other place open for pedestrian travel, except when necessitated by physical disability of such person. 9.08.170 obstructing pedestrian- A person shall not loiter or stand in or upon any public highway, alley, sidewalk or crosswalk or other public way open for pedestrian travel or otherwise occupy any portion thereof in such a manner as to obstruct or unreasonably interfere with the free passage of pedestrians or to obstruct or unreasonably interfere with the normal use of of the entrance to any house of worship, hall, theater, moving picture theater or place of public assemblage. 9.08.180 covers alcoholic beverages on public streets or on adjacent property. This is to long to include. Everyone who concerned should read these Laws.
The laws are on the books, they just don't get enforced. Encampments like the one near the entrance to the Webster St tube and the one under the overpass get cleaned out, but the campers are back within a day or they move a couple of blocks under another overpass. Homeless outreach organizations like Operation Dignity go out and offer services but the campers aren't interested. Oakland doesn't appear to have any plan for dealing with the large number of people we now have camping all over the city. They are in tiny houses, in tents, living in old cars and campers, under benches, on sidewalks, in parks, etc. When you go to mayoral forums and open houses, ask the candidates what their plan is. The same goes for city council members.
