Entire southern stretch of 139 Upper between Kennedy and Palisade is a complete dump filled with litter. I believe this stretch of land belongs to the state. Why is the city not coordinating with State to clean their mess up? A prime example of government failure at all levels State can't bother keeping its property clean and city is a failure at coordinating with state It's the whole stretch Please clean this up We pay our taxes and don't deserve to live in this garbage

It doesn't make sense for state highway workers to come pick up litter and stuff people from Jersey City have dumped. Work out a propsal, get the state to pay a nominal sum, and clean these areas.
