We are sorry, but Code Enforcement for the City of Richmond only enforces private property maintenance issues. This would not fall into that category. It seems to be an issue for Parks and recreation. If you wish you may call them at (804) 646-5733. We have sent a copy of this information to that department so that the issue can be corrected.
3/24/2014 - Following through with Richmond Solid Waste Mgmt about dumping at these dead ends - they dispatched a team to clear illegal dump items from both dead end area of N 38th and Canepa last week. Also Grounds Mgmt noted they had opened the sidewalk area for both dead end area from brush overgrowth for access at the end of February 2014 - rtt

Right of Way Engineering will need to do an inspection, determine particulars, and decide whether developing this out as an improved alley way behind these homes is feasible. It may be a matter of weeks before their investigation and consideration is finished out.
