Could the City Public Works review this for a long term solution? I understand that 285 and its ROW is controlled by the State but a heavy duty silt fence might easily stop the pollution from reaching the water. I would also like to request that the Sustainability committee be notified of this situation in order to add this location to our annual stream clean up, Thanks, John Heneghan,

Thanks for your comment John. This is right next to the Georgetown Recreation Club. In addition to the litter that washes into the creek, there is a serious amount of noise pollution impacting the club and neighbors. We would appreciate the support of the city in having a sound wall constructed. A sound wall exists directly across 285 to protect our Brookhaven neighbors, but nothing on the Dunwoody and PCID side.

This issue is within GDOT right of way and has been reported to them for an initial cleanup as well as feedback regarding possible solutions to the ongoing concern regarding noise and trash.

Thank you for contacting YOUR Georgia Department of Transportation. Thank you for contacting the Georgia Department of Transportation (GDOT). We have researched the area of I-285 at The Georgetown Recreation Club that sits along North Fork Nancy Creek. Unfortunately, at this time, there are no projects planned that would trigger a noise study and mitigation for highway traffic noise. To briefly explain, GDOT has only enough resources to implement the projects contained in the local transportation plan. That plan for your area is the Transportation Improvement Program (TIP) approved by the Atlanta Regional Commission each year. You can find the list of approved projects at http://www.atlantaregional.com. GDOT will only study traffic noise for projects in the TIP that add capacity, e.g. additional lanes, or move the existing roadway at least 50 percent closer to noise sensitive sites such as homes. There currently is no such project in the TIP. Without a qualifying project, we have no mechanism to evaluate traffic noise and potentially provide noise abatement. In fiscal year 2012 the Georgia Department of Transportation (GDOT) spent $12.8 million of citizens' tax dollars just removing litter from Georgia's 18,000 miles state routes. This includes litter removal by GDOT personnel, prison details, parolees, community service workers, interstate sweeping contractors in metro Atlanta, interstate mowing contractors, Adopt-A-Highway volunteers, and city/county maintenance agreements.

GDOT strives to remove potentially hazardous objects from the roads and roadsides as soon as practical after we are notified of their presence. We continue to use and fund the prison details that are available from the Department of Corrections and other local correctional facilities. We are still funding our city/county maintenance contracts and supporting our Adopt-A-Highway volunteer groups who remove litter on select sections of state routes.

The Department has contracts with the Department of Corrections and several private and county correctional facilities for supplying and supervising thirty-six prison crews to pick up litter on a daily basis. These contracts cost the Department over $1 million dollars a year. The correctional facilities use the funds to hire guards to supervise the crews. The Department also has to supply the vans for transporting the prison crews. The routes available for pickup are limited to the location of the prison facilities.

Over the past year GDOT has worked with the Department of Corrections, the Department of Pardons and Parole and the Court System to utilize persons who are either in the probation system or who are sentenced to community service for non-technical maintenance activities such as litter removal. This program continues to grow and is provided valuable assistance to GDOT in our efforts to control litter along Georgia's highways.

This summer our interstate mowing contractors will mow the interstates three times and GDOT mowing crews will be mowing non-interstate routes twice. With each mowing the litter is also removed. The contractors will also remove litter three times during the non-mowing season. This should improve the roadside appearance for all travelers.

The Department also launched a new litter program in November called Sponsor-A-Highway. This cost-free program allows local businesses to financially sponsor the maintenance of mile-long sections of roadsides through the use of private crews funded by the sponsors. The consultant who manages the program for GDOT currently has almost twenty miles sponsored on Atlanta interstates which are cleaned once per month.

With the warmer temperatures and as the summer months approach you may continue to see more litter on our state route roadsides than is typical; however, you can be assured that we are making every effort to maintain our roadways to provide a safe travel way.
