The left signal on university, turning left onto 41 does not cycle at early morning hours. Cross traffic has the green, only changing to permit drivers on 41 to turn left onto university. Not sure how the sensor malfunctions when there is very minimal traffic, but I usually get fed up and turn right onto 41 to then make a u-turn.
