Thank you for reporting this tree-related issue. The tree was inspected again and is thriving despite the bark damage. The bark damage appears to be mechanical damage. Tree will be inspected next spring to determine if it does need to be replaced.

But there is a sticker saying a new tree is coming and a rep from the city confirmed the tree will be removed.
