Traffic is backing up on hwy59 HOV before I-10 and inching its way into downtown. This was not the case prior to Monday 2-23-15.

MALFUNCTION RESULTED IN CONGESTED CONDITIONS DUE TO INCORRECT TIMING PLAN OPERATING. REPAIRS HAVE BEEN COMPLETED AND NORMAL OPERATION RESTORED.
