Address painting scam?

The homes on our street all received a fluorescent flier soliciting donations in exchange for paining address numbers on the curb. Beside the solicitor taping trash to my garage (it looked like my home had been quarantined after a disaster), they request donations within 24 hours (by 8 am tomorrow) and the flier leaves no address or phone number and only the initials R.B.F.D Painting. The manner in which these fliers were posted would be an ideal way to scam homeowners out of money because they left absolutely no way to verify who they are or validate that they are a company approved by the City for providing such services. They could literally post fliers one day, collect money the next morning and split.
