It's not run-on, technically (English teachers don't do run-on sentences), but it is long.. .and the length echoes the lengthy condition :) It was deliberate.
But it got a reply - we now know that this was a simple error in which this particular item fell through the cracks, which explains the delay from 10/12 to 11/25. That is not normal. Let's hope the Association's nice letter to the absent owner forestalls a repeat when the rains come again.
