You do sound mean. You mis-interpreted my comment, and were unkind, needlessly.
I am a tenant, but appreciate my neighborhood, and am always calling City Sanitation number 727-893-7398 to pick up trash when I see it in alleys and on streets. My comment stemmed from frustration with the City going out and looking, and giving a bill to the property owner to pick up the stuff, instead of dealing with the blight. Our neighborhood needs a pro-active City which will keep the streets clean.
