Code enforcement needed all over West end neighborhood.

We have many people leaving ACI waste bins at the street all the time. We have many residents with nonoperating cars rotting away adjacent to the sidewalk. We have many residents paving over the front yards in various ways, slowing taking away the green spaces. We have residents who place broken appliance in the front areas in plain view and leave them there (for years). There is such a thing as blight. We have blight because there is no code enforcement.

The courtesy of a response from the City Manager would be appreciated.

I encourage the city to walk on the left hand side of the 600 block of Taylor from the middle of the street to the corner lot and then cross over to the corner store. Blight, clogged sewer drains that create flooding along the street, graffiti on the corner store which is housed in a beautiful old Victorian,uneven sidewalks, trash in the empty corner lot and on any given day a pile of trash or dumped furniture in front of any of the last three run down houses next to the empty parking lot. I am also requesting a repaving of our street. It is uneven with patchwork repairs. This is a heavily used street with a school and church on one end and Webster Street on the other end. Large trucks visiting the corner store often run through our street. Requesting a response from the City Manager.

Please do not encourage the City to walk , that day we will have a hell of an earthquake and graffiti or clogged storm drain will be irrelevant , you might want to contact public work . Paving the street at this time of the year is not a good idea , the humidity interfere with good adhesion , look at Caltrans , with all their experience they still don't know and every fl they repave the same section of H24 , every year ......
Run down house might be relevant to the health dept and code enforcement .

City manager, please acknowledge and hear our request. Why should the west side Alamedans have to suffer any longer with overdue issues?

In the 16 years I've lived here, this part of the block has been a problem. Trash is dumped here on a regular basis. The empty lot is a garbage magnet. There are broken and empty liquor bottles here regularly.

I would like to thank the City Manager, Police Chief plus representatives of Public Works and WABA for meeting with neighbors. Hopefully we will be seeing some improvement in the situation in the coming weeks.

I'd like to update this thread. There has been no change in the condition to any of Steve's bullet points.
Specifically,
1. There are dozens of tags on the historic building and property at 1431 Webster Street. Code Enforcement is non responsive.

2. The front yard of 645 Taylor has been paved over for parking. As a result, the adjacent sidewalk is broken. Code Enforcement found the property in violation, but the parking lot is still there and the sidewalk is still broken.

I would also like the city to acknowledge the corner lot on Taylor and Webster is overgrown and tagged many times as well. Is there a way for the city to put pressure on the owner of the lot to come clean up the lot and remove the graffiti?

These conditions and the overall conditions towards the end of Taylor Street (the blight of 643 Taylor, pothole at 645 Taylor and the chronic dumping at these location plus the overgrown and tagged parking lot invite more of the same. Hence, we now have homeless with all their belongings that spend their entire day on the benches outside the taqueria near the corner of Webster and Taylor.

The residents of this area have been requesting help with these areas for 6 months on this site. Where is code enforcement?

The tagging has now spread to the nearby post office.

Michelle, I hope you are well. Since the on-site December 5, 2016 visit with City staff and area residents, much has occurred. Community Development has been working with the property owner to ensure the private lot is maintained including abating illegal dumping, graffiti and vegetation. Code Enforcement has worked with both the liquor store owner and private lot owner and has cited accordingly. The West Alameda Business Association has partnered with private property owners where possible to abate graffiti. Public Works has performed sidewalk, curb, and gutter repairs to fix a ponding issue identified by local residents; upgraded the rapid flashing beacon at residents' request; sent two notices to a private property owner to repair their sidewalk; ensured our maintenance contractor is removing litter and graffiti in the right of way, making referrals when illegal dumping is observed, and Public Works abates illegal dumping in the right of way within 72 hours; and, finally, discussed the graffiti with the Post Office whose staff have committed to removing graffiti on their property as soon as possible. Staff observes that the condition of the site has improved significantly since our on-site visit. Thank you for the work so far. Please be aware that the graffiti on the historic building on the corner of Webster and Taylor has not been removed. There is still the need for sidewalk and storm drain repair. Also, liquor bottles and cigarette butts accumulate in the area from -- well, from people smoking and drinking. Thank you for the progress, but it is ongoing and hopefully, not "closed."

There are ongoing problems here that need to be address. The graffiti and other blight is attracting further crime. While I am glad that some of the problems have been addressed, the City of Alameda has historically ignored this area due to deep seated discrimination. The ongoing illegal dumping is bringing our neighborhood down. Myself and others have reported hundreds of instances of dumping. Good to have the dumping removed, but we are paying higher ACI fees to support this. This comes out of our paychecks.

Steve, I want to assure you that the City is not discriminating against this area. In fact, we have put in extraordinary effort to keep after the graffiti and dumping issues which, as you stated, are on-going. ACI and WABA are both partnering with the City to be part of the solution, which I believe is showing some improvement. We will continue our efforts and welcome assistance from the neighbors in monitoring and reporting any dumping as you see it happen.
