Constant traffic jam prevents cars turning onto MacArthur Blvd from Canon Ave, Adelll Ct, E 38th St and Excelsior St. This situation is causing cars block intersection, to run red lights, pass illegally, pass in parking areas. Times of concern morning and evening commutes. 4 pm to 7 pm Monday thur Friday is the worst time.
