I'm not sure that I completely agree.
You are correct that the new developments close to downtown are expensive. This is going to be the case in any relatively vibrant city around the country. Priced above what the average person can reasonably afford.
However, if you take the time to look, there is availability at much more reasonable prices in homes, or buildings that may be older or smaller, in areas that are safe, quiet, & close to downtown.
If anything, the development going on downtown has freed up the availability of these other units, since there is more competition for the top-end of the rental market.
Sure, you may not get a rooftop patio and a gym. Luxuries like that will be high-priced in any city. Also, smaller buildings may offer way more storage, a backyard and deck, etc.

I disagree. Every apartment building in downtown, and in New Haven in general, is required by law to have a certain amount of units available for affordable housing programs and as far as I know they are all in compliance. Now what is affordable housing to you and what is affordable housing to the state may be two different things.
NHVCyclist is correct, if you want to live in the nicer downtown buildings that have all of those amenities such as a gym, rooftop patio, pool, etc, you will need to pay more. If you don't care about those things, then you can find cheaper housing options elsewhere in New Haven.
You get what you pay for.
