A crosswalk is needed from Phelps Gate to the Green. There is a mid block crosswalk on Temple Street, in front of the Omni Hotel (which has far fewer pedestrians than Phelps Gate!), which could serve as a model.
Doing this would require bumping out the curbs and removing some parking spaces, in order to increase the visibility of pedestrians.
It would also help reduce speeding on the street. Cars currently travel through this area at very high speeds, putting pedestrians' lives at risk.

I am a freshman at Yale and I've noticed that the lack of a cosswalk between Phelps Gate and the Green, combined with the fact that the break in the fence does not line up with Phelps Gate, creates a psychological barrier between Yale's campus and the Green. Maybe the construction of a crosswalk could be combined with the addition of a second break in the fence directly across from Phelps Gate.
The University and the people who manage the Green should see about collaborating on this. Does anybody out there know anybody who might be able to plant this idea with the right group of people?

I would try to convene a meeting among the following people:
NH Parks Department
NH Traffic Department
NH Public Works Department
Yale University Office of NH Affairs
Yale Police Department
Maybe a nice letter to all of the above, requesting a meeting, would be a good step. Next step, if necessary, would be getting the student body to be in support.
Sounds like Dwight Hall might be willing to get involved if you make the case that it represents a psychological barrier between town and gown.

Isn't there a private entity that owns and controls the New Haven Green? I can't seem to find their website...or even their name, but they should probably be involved, too.
I wonder if Yale Facilities would be a good group to include as well...or perhaps this is too early for that?

A crosswalk at the existing entrance to the Green would be fine. It lines up with the path through the Green, and opening a new gateway opposite Phelps Gate would be more intrusive.
Painting a diagonal crosswalk is also an option but of course at the price of a slower crossing.
At the moment there is no easy way up and down for wheelchairs here, you have to go all the way to the end of the block.

They should put the same stamped sidewalk that they put mid-block in the green a few weeks ago. That, and a crosswalk sign would definitely mitigate this issue.

No action taken here.
Students should fill out an application form from the city's complete streets manual, requesting a mid block crosswalk with curb extensions at this site. http://www.ctdatahaven.org/newhaven/index.php/File:NewHaven_CS_Manual_040510_NoMapsDiagrams.pdf

this would, at most, remove two to four parking spaces, to allow for visibility and handicapped access.
i wholeheartedly agree that this should be a pedestrian crossing.

Are most of the comments here from students? As a taxpaying citizen of New Haven, I would support this, BUT maybe you are not aware that New Haven is broke and can't afford to spend money on these types of projects. Maybe Yale or its students want to pay for this? This is also not a particularly long block. It may be inconvenient, but it is not unreasonable to ask people to walk the extra minute or two to the existing crosswalk.
And lets be realistic. I hate to be pessimistic, but New Haven drivers don't even stop for Red lights, what makes you think they will stop for someone waiting at the curb to cross? To make this crosswalk effective and safe it would need, at the very least, a flashing yellow or red light.

Maybe there wouldn't be a "psychological barrier" if there weren't ACTUAL barriers, like...for instance...Phelps Gate. Or, for instance, the many medieval moats surrounding the fortress like stone walls and cast iron gates of Yale.
Just sayin.
